SSRN paper on quarantine

The question and practice of actively quarantining individuals for any reason will always be accompanied by an inherent disregard of civil rights.  The dichotomy of safety versus individual rights is a factor to be regarded in any other area of public safety.  The matter of ethics is involved in the decision that must be made in the case for each individual suspected of contamination and what level of threat they pose to others.  In making these decisions a certain assurance should be made when holding anyone against their will.  It should be done only when the danger to the greater public outweighs the detainment of anyone.  If this were never taken into account then a socially granted power would lent to a certain group to detain anyone at will for little to no reason.  I lend no opinion strongly either way but I see the slippery slope a quarantine program may lead to.
